What Is HOME STAR?

Home Star, or “Cash for Caulkers” - you’ve probably heard the name, but what does it mean for you? For those in the home performance industry, the fast acting, multi-billion dollar home energy legislation offers opportunities the likes of which have not been seen in the last 30 years.

Home Star is designed to be a stimulus program, creating an estimated 168,000 jobs in construction and skilled manufacturing by boosting demand for energy efficiency products and installation services. Home Star will make $5 billion in rebates and financing available to homeowners. The program will offer rebates to homeowners at the time of sale through 2 tracks, Silver Star or Gold Star. Performance Systems Development supports the coalition efforts of Efficiency First (and its chair, Greg Thomas!) in promoting HOME STAR.

Get Ready Now -- Home Star is designed to roll out quickly by building on state programs and existing industry capacity for retrofits. Home Star represents the future of the home performance industry: certified contractors using state-of-the-art, whole house building science to identify problems, present solutions and provide verifiable energy savings.

Homeowners receive between $1000 and $1500 per measure, or $250 per appliance, with a project maximum of $4000 or 50% of total project cost.

GOLD STAR Package

$3,230 - includes twelve days of classroom training, TREAT single-family software, and five Green Energy Compass building entries.

What Is GOLD STAR?

As proposed, GOLD STAR projects are performance-based -- meaning that rebates are assigned based on the energy savings predicted through an energy audit and building simulation model. GOLD STAR contractors must be BPI-accredited, and auditors must be BPI- or RESNET-certified (or approved equivalent). Homeowners receive $4000 for modeled energy savings of 20%, with an additional $1500 for each additional 5% savings. Rebate maximum is 50% of project cost.
